Ricardo Rios Ferrer, born in Mexico City, Mexico on March 15th., 1961. Married Patricia Ruiz in 1993 and have three children. He has been practicing law form over 36 years, without interruption.

Ricardo Ríos Ferrer is the founding partner of the law firm Ríos Ferrer, Guillén-Llarena, Trevino y Rivera, SC (1989) and is a former president of the Mexican Bar Association; with over 33 years of professional experience in telecom and broadcasting services, constitutional, corporate, commercial, competition and administrative law, litigation and arbitration. Mr Ríos Ferrer serves as a member of the board of directors of diverse Mexican companies. By sector, Mr. Rios Ferrer has extensive experience in "network platforms" such as telecom, media, construction, infrastructure, transportation and energy, among others.
Education and Qualifications
He attended the National Autonomous University of Mexico (JD 1984) and the Autonomous Technological Institute of Mexico on courses in business administration and economics, 1980–1982. He has an LLM from Georgetown University Law Centre (1986) and was a part-time professor of financial law at the Iberoamerican University (1988–1990). He attended the Escuela Libre de Derecho graduate programme (transnational business in Mexico, 1995–1996). He did a postgraduate course in telecommunications at the Instituto Tecnológico Autónomo de México (1999). He was a PhD in law candidate at the University of Salamanca, Spain.

He is a member of the Mexican Bar Association (1998); the International Bar Association and the American Bar Association. He is a founder and former chair of the telecommunications law committee of the Mexican Bar Association. He has been named consistently as a leading practitioner in his field of expertise (telecom and infrastructure projects) by several publications including Chambers & Partners, Who’s Who Legal, Best Lawyers and others.

Overview
Prior to entering the Hong Kong Bar, I was trained as a litigation solicitor. Since then, I have developed a strong commercial practice with a strong emphasis in shareholders disputes, arbitration and insolvency matters; as well as the areas of construction and property law with an emphasis on disputes on front-end infrastructure disputes, disputes in respect to rural land and multi-storey building disputes. The practice of mine covers a broad spectrum of law, with a focus on commercial and chancery matters particularly. With my strong interest and experience in company law, I have been instructed to handle cases in this area more frequently. My caseload in the area of insolvency is also growing having recently acted for China Oceanwide Group Limited, part of the large Chinese conglomerate and several other large construction companies and have acted for companies in various insolvency matters such as validation order applications. In addition, my expertise in the areas of company and insolvency law also allows me to provide “bigger picture” strategy when dealing with disputes which is particularly important when dealing with sub-contractors, which usually are, in Hong Kong, “shell-companies” without many assets. In the area of property, I have significant experience in dealing with all sorts of disputes arising out of land and property disputes including matters involving adverse possession, of which there is palatable uptick of such disputes in Hong Kong, ownership disputes, easements disputes and disputes relating to multi-storey buildings. I was also the Chair of the Chartered Institute of Arbitrators (“CIArb”) (East Asia Branch) Young Members’ Group from 2020 to 2022. I am also entrenched in the field of international arbitration and growing a name in this aspect of ADR. I have also been invited recently to partake in the Inaugural Applied Arbitrator Course offered by the CIArb. Besides, I have worked in various domestic and international arbitration for Hong Kong International Arbitration Centre (HKIAC) relating to construction and property matters. I acted for an owner of a property against a contractor for damages and a manufacturer in a breach of contract claim, the payment involved were over HK$50 million and US$30 million respectively. I am also frequently instructed in disputes arising out of construction projects including to residential developments and infrastructure projects. I have acted for employers, contractors and sub-contractors.

Berin was called to the bar of England and Wales in 2000 thus has over 20 years of advocacy experience before the Courts of England and in international arbitration. After the completion of her Master of Laws at University of London specialising in international dispute resolution she was instructed in a series of high value and complex investment disputes involving a Central Asian State alongside prominent international law firms and international commercial disputes conducted under ICSID, LCIA, ICC, UNCITRAL, LMAA rules, and various regional rules of arbitration.
